[CDO] select region and saving

It was so amazing function when I got tired of writing long scripts in graphical tools for saving smaller region from mother data.

Example>

Format: cdo sellonlatbox,lon1,lon2,lat1,lat2 ifile ofile

for nino34 region (170W-120W, 5S-5N) from SST.nc

cdo sellonlatbox,190,240,-5,5 SST.nc SST.nino34.nc
